The requirements for publications in defense of the dissertation were revised. The corresponding order of the Ministry of Education and Science of the Republic of Kazakhstan was registered with the Ministry of Justice of the Republic of Kazakhstan. The Minister of Education and Science of the Republic of Kazakhstan, Askhat Aymagambetov, announced this on his Facebook account.
Earlier, in order to defend a dissertation, PhD student was obliged to publish 7 articles, with no special requirements for their content.
“To achieve this indicator, PhD students often published in questionable quality magazines,” the minister writes. “There have been cases when articles by our scientists ended up in “junk”, “predatory” magazines that were excluded from international databases. In this regard, we decided to change the existing practice.”
According to the minister, a simple principle now works: instead of 7 publications in “weak” journals, it is enough to publish several articles in international journals from a high quartile. And if there is one scientific article in the journal included in the first quartile, other publications are not required.
“This measure should reduce the number of substandard publications, reduce the workload and encourage scientists to write original scientific articles with a high level of citation,” said the head of the Ministry of Education and Science.
